When you buy a flood car .what does it mean when it says can't start or didn't start. Also can you have someone still inspect the car even after you bought it or can you go down to the lot before you do full payment. Need the meaning to those phases ...thank you
Admin: Can't test means the auction personnel was unable to start the vehicle due to various reasons (E.g. discharged battery or missing key or broken ignition switch, etc.) Won't start means vehicle does not start due to a mechanical problem. You can have someone to inspect your vehicle 1 day before the auction. Once you have won the auction you can't back out on the purchase as your deposit will be lost in that case,
